I think he uses Darth Sidious as a cover, he isn't ready to take on the jedi yet, remember there were about 10000 jedi in AOTC.

There is no real explanation for the force ghosts yet, but it seems that it's something that can only be used by the most powerful force-users. All will be explained in episode III, 10 more months! :D
