KOTOR was fantastic, but if it gets any more 'cinematic' in this sense it will become an adventure game. Seriously.
Imposing something like that on combat would be a terrible idea. Not only does it disregard the rule system, it's unfair and will really piss the player off.
I remember playing a Hotseat game of HOMM2 with a friend. He was in combat, and it seemed to him that the computer would get two turns at attacking compared to his one turn. That wasn't actually the case, but lawks did he throw a wobbly.
