So apparently not only does the wizards low level spell become per encounter, but it applies to all spells i.e. priest and druid too?

 

I can't remember reading this anywhere in the game or level up, spells just seems to reset after encounters.

Are you asking if this is supposed to happen or are you asking if this is supposed to happen for Priests and Druids also?

 

If the former, then yes. If the latter, I don't specifically recall anything saying those classes got that benefit as well, though it makes sense that they would.

As Druids/Priests/Wizards gain power, their weaker spells eventually shift to per encounter use. It all says says this at character creation.

Priests, Druids, and Wizards all have their 1st level spells become per encounter at level 9, and their 2nd level spells do so at level 11.

This is intended.

What doesn't make much sense is that while druids and priests can use ALL the spells for that spell level 4-5 times per encounter, the wizard is stuck to 4 spells he can use 4-5 times per encounter. I always thought wizards were the masters of spellcasting.

Not true. You can flip Grimoires using your quick slots, so you effectively can have 12-16 spells per level rather than just 4, pending a short cooldown (which Quick Switch significantly alleviates). 

 

Hell, if you also take the talent that gives you another two quick slots you effectively have access to 24 spells/level, and I don't think there even are that many.

Maybe they should make it so that for Wizards, it's 4 spell casts per grimoire per rest. For example, once you've cast your 4 lvl 1 spells from grimoire #1, if you want to use more lvl 1 spells, you have to switch to a different grimoire. This would make grimoire usage a more interesting mechanic for the wizard, and give a reason to switch grimoires in combat.
