The pic is various panels from Kingdom Come. in it, superman has exiled himself because the public doesn't think he is the savior he used to be and that his moral system is too hi ground. he comes out of retirement when captain atom goes critical in kansas, Nuking americas breadbasket. after he comes back he goes on a crusade of his own to bring everyone that's not in line with his ideals under control. Which by that point is a large portion of the metahuman population. eventually to deal with all the "terrorists" superman makes a prison in the center of the now dead kansas. the place becomes a powder keg that eventually explodes causeing the humans to nuke the massive battle that unfolds... it's quite a good story with the art by Alex Ross (from "Marvels") Victor of the 5 year fan fic competition!
