I just played my first PoE2 game [Trial by Iron/Path of the Damned]; and it was pretty good.  The choice I took with Berath at the card table, was to return to the Wheel.  :p

 

 

But what I'd like to know, is just what effect (if any) does activating the Jester head, on the main menu, have —or change in the game?

(Or is it just decorative?)

THere is indeed a toggable Jester head. Never noticed it before, I have no idea what does it do (if anything). 

They decided to implement Blessings of Wael?

I had wondered if it wasn't a hidden difficulty mode. In Quake (as some might recall) the developers hid the Nightmare mode in a place that novices would have trouble even noticing the option.

No idea, but that imp looks the same as those on Empower button:
