The funny part is D.C. wouldn't be the smallest state in terms of population. In 1788, it would have been the second largest state in the Union, population-wise. -
Most western countries have more stringent gun control measures than in the USA, so policing here is inevitably different. I wouldn't say it's "bonkers"; it's at least partly a response to the threat model. That being said, I don't think it would be harmful for the USA police departments to take a good long look at how they are enforcing the law and see if elements of foreign approaches would be beneficial in terms of reducing gun deaths.

I think the square comes from a slight difference along the diagonal side. There's enough slack in the positioning to cover it.

Regarding casualties from "government forces": without Putin's support, the Syrian government would have collapsed early on. They are propped up by Putin and using Putin-supplied armaments. I'd say cause and effect are pretty clear. But yeah, the US has done it's share of that sort of thing.
