Probably because the car thief has no insurance himself. Although that would be a pretty responsible thief if he did. Thats, very weird. In the UK car insurance is on the driver, not the car. So if your car is stolen, any accidents it gets into won't come onto your insurance. Unless you were actually in the car when it happened.
