Every game released is the buggiest ever. In my experience Fallout 3/4, Witcher 3 had little issues and I got them on release.

I bought it to test how it would run on my pc that's five years old but was actually above top-of-the-line at the time. Pretty decent framerate at medium, actually. Refunded, though.

The setting was born in a time when westerners feared the Japanese would take over the world, before they were defanged by the Plaza Accords. Pretty hilarious in hindsight. Fallout had the right idea instead.
