Thanks—I didn't realize that Rust's is limited to 1/rest. I also hate 1/rest effects as I almost never use them.

Some per rest abilities are just too strong to be set as per encounter I think.

Then they should be nerfed somehow. Per rest abilities are automatically junk-Tier for me.

Also speaking about balance of per rest/encounter abilities when stuff like Thunderous Report exists. Or even Spider's Flurry.

Per rest stuff is weird in a game that eliminated per-rest casting in favor of per-encounter casting, I agree. If an item has a per-rest enchantment and an alternative passive or per-encounter one I will never pick the first but always the latter. 

I know that one powerful 1/rest ability might be a lot more useful in hard fights than a mediocre per-encounter one - but  I still don't take it. :)
