I've been aware of this since around launch but I was fiddling with portraits recently and actually noticed it.
When viewed in the character sheet menu, character portraits have a strange washed out effect to them. To illustrate here is an image: on the left, my character's portrait when the actual file on the computer is viewed and when viewed in the inventory screen. On the right, his portrait when viewed on the character sheet.
He doesn't have it too bad, but the lighter portraits are the more noticeable it is. It happens with both vanilla portraits and custom portraits and both with players and companions.
I've tried reinstalling just to see to no effect, and I know at least one other person with this issue and have no idea what's causing it.
