That's true. I guess that's a part of the trade-off of opening the game world up, it makes it harder to account for all the possible exploits. It has to come down to the player at some point though surely, I mean if I avoid everything in an area then come back to knock out and later kill them all surely I'm responsible for unbalancing myself? Hopefully we're blowing it out of proportion though, I mean it's an RPG so they're going to be accounting for varying levels when they design quests anyway simply because not everyone does every quest or in the same order.
