Just keep doing the story missions. The Heist and Liberty City Bistro missions came up for me after I'd finished some more of the missions at my airfield. I just got the game last week, I've already completed the stories and am in the process of taking over all the territories in Los Santos. After that I'm not really sure what I'll do, this game's just so damn big.
