Ehh...I'm not going to take the word of Vrook. With all the lies/mistrusts that Jedi council caused, I take everything they say in KOTOR 2 with a grain of salt. While Vandar is canonically dead (at the moment), he could very easily be brought back by a simple "Vrook was just lying" case, or who knows what else.
