The President is the only nationally elected office on the ballot; so it's left to the good people of wherever to determine the best system for themselves by themselves. It's their own business how they go about voting. Edit: Invectives, spittle, incoherence.

Each state has its own voting process as determined by its state Constitution. It's not a Federal matter.
