Yes, this is intentional. No, it's not worse than the regular great sword.

Wotep splits its attack in a single-target attack and an aoe one. So you do the displayed damage, but at least twice (given you hit both attacks) and up to... many times, depending on the number of enemies in the aoe cone. With the full attack, mind, so you apply ability effects as well. Plus 20% as crush damage.
