"Before You Act" effects

The "Before You Act" effects on Monsters should only apply to the active player, not every player.

For instance, the Goblin Warchanter requires a Wisdom check or else you can't play weapons or Attack spells. However, when you encounter it, the app forces EVERY character to do the Wisdom check. So, for instance, a character at another location can't use their crossbow to help in this combat if they fail this Wisdom check.

 

However, according the PACG rulebook, the "Before you act" and "After you act" effects only apply to the active character.

 

From p 10 of the Wrath of the Righteous rulebook, under "Encountering a Card":

 

When you encounter a card, you—and only you—can go through the following steps. No one else can perform these steps for you, though other players might be able to play cards to help you deal with the encounter's challenges.

...

Apply Any Effects That Happen Before You Act. If any powers on the card you're encountering happen before you act, they take effect at this time.

 

This seems to imply that those effects only apply to you, not to every player who wants to play a card on that check.

Before you act powers can affect other characters, such as "Before you act, each character at this location must..." But, I think you are saying that the "you" in the Goblin Warchanter's power is the person encountering the card. This FAQ from the Paizo site explains that:

So, everyone that wants to play a spell with the attack trait or a weapon with the Goblin Warchanter will need to succeed at that check. Obsidian has said that the way it works now is temporary and they want to implement a way to do it only if you really want to play a spell with the attack trait or a weapon, so the implementation is a sort of stop gap solution.

So, not a bug.

 

(In short: "you" on a card means everyone that would try the specified action)

To provide a little context: back in closed beta, the goblin warchanter was a very, very beleaguered card. The wisdom check only triggered for characters who wanted to play a weapon or a spell, just as the OP says it should, but if you breathed on your iPad too hard the game would crash. I'd much rather waste time rolling a die for everybody than lose my save file, so I'm happy with the temporary solution while Obsidian figures out how to make this cursed creature behave. :)
