The actual content of the letter has been debated over but Erdogan is indeed attempting to mend things with Russia. This is a sort of implicit admission that the Syrian adventure is over and that they (Turkey, KSA etc.) lost.

 

The debate is mostly over whether it's an 'apology' or an 'expression of extreme regret' just falling short of a formal apology, which is pretty much semantics and certainly a deliberately crafted wording that allows each side to save face and claim what they want to for domestic consumption. The Turkish word used translates towards regret but not outright apology, the Russian translation for it is on the outright apology side.

 

In any case it isn't the "we're sorry you were offended by us shooting your plane down" passive aggressive non apology that you usually get in such situations.

 

And Erdogan has supposedly phoned Assad as well, which hasn't happened in 4 years. Most likely it's not a full scale retreat from supporting the rebels though, just hedging against the Kurds gaining vs ISIS and the rather feeble efforts the rebels have made attacking both the Kurds and ISIS despite extensive Turkish backing.

This will be a bit of necromancy, BUT it seems that Turkey president Edrogan has sent an official letter apologizing for shooting down the Russian jet and with hopes to stabilize the relationship with Russia once again...

Funny enough this makes sense, they  are very similar in many ways

 

Neither Putin or Edrogan care much about things like human rights 

 

rights do not exist anywhere in the world. all we have are privileges that our leaders allow us to have and that they can revoke any time. the difference between countries like russia, turkey, china and countries like US of the members of EU, is that the former don't need to cook up a convenient excuse first.

The words freedom and liberty, are diminishing the true meaning of the abstract concept they try to explain. The true nature of freedom is such, that the human mind is unable to comprehend it, so we make a cage and name it freedom in order to give a tangible meaning to what we dont understand, just as our ancestors made gods like Thor or Zeus to explain thunder.

So in the past I would have ignored these types of comments as anti-Western propaganda 

 

But since you live in the EU I would like to try to give you  a more positive view on things because anyone aligned to the West understands the pressure on the EU and I am very committed to the EU but end of the day you also want EU citizens to believe in it
