Definitely feasible, I like using scepters/rods myself becuase weapon recovery time impacts time sensitive casting and having to wait to cast something because my wizard is reloading his arbalast can be costly. Bows tend work well for this reason as well.

Is it optimal? No. Is an Archer Wizard optimal? No. But it will work. Not that many spells that synergize with an Archer Wizard, though. Eldritch Aim., but that works for any weapon. Anything else? Is it optimal? No. Are you using a particular guide to that? If not, would you recommended any particular level 1 and 2 spells, and which statistics do you favour? I'm guessing that you could make a pretty tough tank, but without the Might to damage people.
