The people behind these aren't the ones you voted, but the thousands of unnecessary eurocrats hired after the Eastern expansion. EU was a massive bureaucracy already in the late 90s, but the "necessity" of having equal representation from all members states lead to a massive ballooning when the new 10 were added. Crap like this is the result of those unnecessary people keeping themselves occupied. Back when I was a lobbyist, a large part of my work was actually blocking retarded ideas like this one. In this case, I don't believe there is a conspiracy, but like that one song says, it's just a headless blunder (of incompetence). Big Money has nowhere the impact on the EU legislative process you'd think.
