You realize how long Iraqi insurgents have lasted against he far superior (technologically) USA and that the Srian army would be far harder pressed to quash these rebellions. I think that the main issue right now is just that both sides are slowly becoming puppets for out of state actors, so you're gonna see the tactics employed change and the tech level too.
