And everybody is forced to detox, of course, which means that defendants coming from the prison are often in better shape than the victims coming in from liberty. You're a cheery wee bugger, Nep. No, it's his fault - but instead of simply using money on keeping him locked away - maybe it would be cheaper in the long run to help him? as it stands now the problem has simply been exported and now a new town has to pay for officers wasting time on him.
