They were. Open world is (afaik) when you're not restricted to a predetermined set of maps, a la Doom and Co.
And you aren't restricted to a predetermined set of maps in Fallout? How so?

Because you can quit in the middle of the Military Base, go to Hub to buy some ammo, then take a detour to V13 to chat with your girlfriend?

Ah. So you mean "restricted" as in movement, as opposed to map continuum. I don't think that's what open world refers to.

 

edit: slash that, "open" may very well refer to what you said. I'm just used to thinking "boundless" or "transition-less" (mostly), when I read about "open worlds".

So basically all games with hubs are also open world? I mean, in KotOR you could choose your maps in the order you wished..

 

I don't agree with this. To me, an open world game is like Gothic: you're just dumped into a world and there's nothing else outside it. Everything in the game is contained within the same map/zone/world.

That's generally what "open world" refers to, games that take place in one huge "level".
