Argh, there are just waaaay too many... I think I voted for most of them...

 

If I had to choose just one, it would have to go to Sara Kestleman just because she's so incredibly well done. But I don't like her as much as Roger Guenveur Smith or Nicky Katt.

As everybody knows, I'm a MASSIVE fan of Jennifer Hale:

Also, the sexiness that is Raphael Sbarge's voice. I've loved every character I've ever heard him do. Carth and Kaidan, yes, but also Scorch from Republic Commando.

 

K2, I went with Nicky Katt, of course, but also Sara Kestelman. She's pretty damn awesome.

 

Edit: Oh, I forgot to add, that although I'm not a HUGE fan of Mical, Greg Ellis has a GREAT voice! (too late to add a vote for him, but I would if I could).

The Jedi master with the weird name on Nar Shadaa? Their voices are similiar.

Nobody knows his name. I looked him up on Wookieepedia, Imdb, the credits at the end of the game

John Cygan as Canderous Ordo on the first vote, and Sara Kestelman as Kreia on the second vote.

 

Though these are not my favorite characters in either of the games, it was their eprformace I felt the most blown away by. Great voice-acting!

Maybe the Navy commercials? That's Keith David--he was in Mass Effect (Captain Anderson) and does sound kinda like Zez, but it's not him, I don't think.
