You should probably play Oblivion instead. A few hours in, and every random bandit roaming the countryside will be wearing enough expensive glass armour to buy several houses. Banditry in Cyrodil is purely a lifestyle choice.

in morrowind, that outpost molag bal or something, one of the guards there has glass armor, but your going to have to kill him to get it.

in the fighters guild in aldruhn there is a locked door to some dude's room that has chests with both glass and orcish armour

 

and if i recall correctly, the only place you can buy glass bracers is from some dude in ghostgate
