ET is an attempt at recreating Xcom in almost every aspect, including turn based combat, UFOpedia, etc. Afterlight has some of the Xcom spirit, but it's a real time combat game. It works nicely with the Win95 compatible version of Terror from the Deep. I can't say if it does the same for the Steam download version. Otherwise, try giving Dosbox (maybe with a graphical frontend like DFend for ease of use) a try.
