I went through the effort of spending two force powers on affect mind and dominate mind.. but no one i ever talk to has ANY force persuade options..

 

Did i waste my force picks? am i gimped to all hell?

Well, you need:

 

A) A good amount invested in Persuade skill

B) Have good charisma (CHA)

 

I haven't played the game yet, but it should apply like it did in KOTOR I. You probably made the mistake I did; put some abilities in force persuade, but forgetting to put points into persuade and Charisma. :D

As ampulator00 said (and indeed, the same as KotOR 1), you need Persuation and Charisma. The skills alone do not give you the ability to minipulate the masses to your whim.

I haven't had many chances to force persuade.The ones I have had either failed or were darkside options.

You don't use it on Korriban and you barely use it on Dantooine, its pretty much a wasted power compared to its use in the first one from what I can tell of the games early going.

Wait till you get to Nar Shardaa....

Force persuade option should be present anytime you have a regular persuade option.

It is not available everytime you have a regular persuade option. It becomes more frequent as the game goes on, but there is no rule as to when it should be there.
