Shimmer Scale shield is missing Quality Enchant

Is it intended that Shimmer Scale small shield cannot be enchanted to Fine/Exceptional/Superb/Legendary quality?

Thank you for bringing this to our attention!  This is indeed a bug and we already have a fix being worked on and as such, we expect a fix for this to be released soon.  You can keep an eye out for the latest patch notes when they release here to see when this fix goes live.

Any update on this ? 2 patches since the last post and it is still bugged.

This item also probably misses a base "quality", I guess it was meant to be "superb" or "exceptional".

I've noticed a few pieces of unique gear have no properties at all. I was wondering if that was intended?
