When I played 1.02, Tekehu would easily outrun the rest of the group in the presence of a slog zone (that's outside of combat as well.)

My very first party was five island aumaua. There weren't many situations for the racial to shine so I didn't do it again. But that's how it worked at that point

I don't think so. When I was on an island near a crazy tree that was slogged, before combat, this wasn't the case. Both my Island Amaua and the NPC druid walked faster than everyone else. Out of combat.
