Not aware of this myself. I've left Peragus' surface and she was not with me. My guess is that it will play out later in the game. If you find out later that you can get her right away... good excuse to play a second time. Edit: Handmadens are on Telos. Gotta get those planet names down.

FYI, for any people who played KOTOR 1 and where privy to the "Fake Level Up" (FLU)... it doesn't work. Need to find a different glitch if you want to create that super Jedi.

The Harbinger is docked on the Administration Level. If you are looking out the large windows into space, it is to your right.

As ampulator00 said (and indeed, the same as KotOR 1), you need Persuation and Charisma. The skills alone do not give you the ability to minipulate the masses to your whim.
