He's a skill trainer in Sayuka that gives insight and intimidate as well as a powerful necklace item if you pass his skill checks. If you receive the necklace first and try to train with him afterwards he begrudgingly says yes but the only option that appears is to decline him. However, if you train with him first you can receive his necklace without issue.You just have to reload and talk to him again in the correct order but some people might miss it.

Here's a picture of this happening. I do have over 3000 gold, and this was reproducible.

I can confirm as that just happened to me.

Same bug! How to receive training from Marofeto Liano? In dialogue options - only refusal. In the beginning I have elicited a medallion at Liano. And now allegedly I don't wish to receive training at him though at > 16 000 money (training costs 3 000).

Same thing happened here - got the necklace first; have over 3000 cp; the only option I get when he asks for 3000 cp to train me is the negative.
