Borderless Window on Windows 10

Specs:

Nvidia GTX 970

Processor Intel® Core i7-6700K CPU @ 4.00GHz
ASUS VE278H 1920x1080 monitor
 
The game originally started in 4K, which I fixed to set it to the correct resolution. However, if I set the game to windowed mode it keeps the upper border and pushes the bottom ~1/2 inch of the game below the bottom of the screen (presumably due to the border offset). So far I tried turning Nvidia DSR off but that didn't fix the issue.
