I'm guessing no - that each weapon  rolls separately for damage?  I'm simply trying to confirm since it's been nagging at me for a while now and I can't isolate the information in-game.

I've not played around with Dual-Wielding yet, but I would assume the fast attack speed comes from attacking seperately with each weapon in succession, rather than a single combined attack with both.

 

There are however abilities that use a "Full Attack" which deliberately attacks with both weapons.

You are correct each is separate.

There are some rare weapon enchantments which grant universal buffs or debuffs, but usually weapon enchantments only apply to the weapon itself. For example speed (+20% attack speed - meaning less recovery after a strike with that weapon).

What about the +5 deflection of hatchets? Is there a point in wielding two hatchets?

Yes. It stacks. Deflection is not bound to weapons. You'll have +10 deflection if you are wielding two hatchets.
