In 3-2 The Fort in Peril on Heroic, partied with Kyra, Ezren at the City Gate cast Augury on Harsk's turn, who was at the Garrison, and the spell triggered at the Garrison, not the City Gate.

 

Edit: Happened again at different locations still in the same scenario.

Encountered the same problem:

 

Lem played Augury at the beginning of Kyra's turn - the idea was to augury Lem's location and then move Kyra there. But Augury was triggered in Kyra's location instead.

Augyry now works everytime just like Scrying, but with easier recharge roll... So there definitely is a bug now... Just have to use it on somebodys elses turn... But a bug as it is at this moment, even though it can be abused.

I've encountered the same problem with Augury. It makes it a bit less useful if you have to scan your own locations deck.

Feels like this behavior is new since the patch.

Yep... It did work before patch.

Encountered this yesterday and today in different scenarios. It even tries to open the location deck of a closed location. 

Same here.

Seoni ended her turn.

Then before Sajan did anything on his turn, I went back to Seoni.

Cast Augury but instead of searching Seoni's location, the Glassworks, it searched Sajan's Shrine.

I already knew what was there, so I think Seoni is a Charlatan and can't actually tell the future.
