Does this mean 30 % of damage dealt as focus ?

Yup.

 

Also, this cast on a Monk = devastation, real, real devastation.

And an overflow of focus allowing you to chain cast that level 6 AoE prone.

Yep, you are correct! There is suppose to be a % sign next to 30, we are aware of the issue and have a bug in about the issue.
