The cipher power, amplified thrust, is currently generating focus from its damage (usually 15-20 per attack). Enough to be able to cast it with every action especially when you have high might and accuracy...

 

This is on the latest patch without any mods. Steam version.

2/22/2016 - I noticed my Cipher is generating focus with Amplified Thrust. It was great as it got me out of a hairy situation, but now it seems like an abuse when using it. Is this working as intended? I see this was reported back in October 2015.
