The beta is part of the final game, yes...but that's interesting. Could be that they didn't want to put a big dragon fight in if it's to do with the story line?

They cut a few quests actually.

By looking files, one can find lots some quest have been cut out from beta that should be in those areas that beta has and some quest and conversations have been altered so that they don't reference content outside of beta, which has remove some ways to complete some of the quests and restricted access on alternative quests.

The beta is in game, it is the Town of Dyrford, there have been many many many screenshots, audio samples, and videos containing it in many different materials.  It was the area they used for the vertical slice and they decided to reuse it for the beta.  Why? Because it has nothing to do with the main plot and would contain no, or very very little/vague, bits about the main plot itself.  I am sure the final version will contain far more than the beta version of the area does as Elerond pointed out.
