But I have maybe a rather extremely odd question that I'm not sure who exactly can answer this. Could a moderator or someone affiliated with this project PM me?

It's not something I'm really trying to put out in a public arena. I'm aware that I could send it to the generic "info" email, but I'm sure that gets hundreds a day. Just something that has interestingly enough been brewing for exactly a year and I didn't even know it until today.

Brewing for a year?! That's gonna result in some potent spirits...

Should we not start with some Ipelagos, or at least some Greater Ipelagos, before tackling a named Arch Ipelago? 6_u

They have emails. Best bet: Josh Sawyer's formspring account is a great venue for engagement, he really goes above and beyond to answer legitimate (i.e. not stupid/troll/spam,) questions, etc.

Also, a forum mod generally isn't a dev.

In case you didn't notice, the internet is a (more or less) anonymous venue. I don't think Obsidian is going to send in their special forces to assassinate you for asking a stupid question. Nor do I think the NSA particularly cares about the issue you have. I've yet to encounter any legal troubles regarding my unspeakable deviant sexual proclivities (ironically less horrifying than the Bioware Social Network's Quarian Sweat/Urine science team,) over the internet.
