Since AP uses Unreal Engine 3, I'm sure it wouldn't be quite difficult for Obsidian to bundle UnrealEd in an SDK, similar to what Ion Storm did with Deus Ex. Those are lame reasons. AFAIK the dialogue can be text based or voice-over based, and if you mean the character animations - what's so 'unique and difficult to replicate' about 'em?
