In the Library of the Sith Temple. Near the Datacube telling you to be carefull with the box next to it...

 

On Dantooine, you get one when you kill the droid-parts dealer outside (find his hydrospanner, then wipe him)

uh...correction: you don't need to kill him. if you ask him to join the militia, he'll say that he has some thorium charges that he needs to get rid of...and then he'll join.
