All I know is they are civil leaders that are appointed like magistrates rather than voted into office. Hopefully it will live up to what it says it will do gameplay wise. If so, it could be one of the best RTS' of all time. The area between the balls and the butt is a hotbed of terrorist activity. Galactic Battlegrounds was a Star Wars RTS that kept me interested for about 2 hours. It looked nice, sounded nice, and had a geek factor. I think it's easiest to think of a Moff as the president or prime minister of a country, while anyone with a General, Commander, Admiral, etc. rank is actually in the army/navy forces in "earth terms".
