If Sion is a joinable NPC I'm getting that guy a freakin shirt or some armor asap. I can see it now, everybody sits down to eat on the Ebon Hawk and Sion comes out to serve everyones food with his bits of rotting skin falling about everywhere. It would be like the scene from Scary Movie 2.

He kinda reminds me of the Nameless One. Not the facial features so much, but that he looks like he's gotten into too many knife fights.

For some reason, he reminds me of Vamp in Metal Gear Solid 2........
