Is there an ideal way to do this? I noticed on my last playthrough where I tried it that keeping them up to date in terms of xp was difficult. There is some sort of formula I think for party members getting xp when they are not in the party but I'm not sure how it works. Whatever they were gaining, they'd still typically be behind a few levels, especially if I hadn't used them in a little while.

I'd like to try to rotate people through rather than sticking with the same group. Keeps things fresh, and also lets me use everyone. But is there an ideal way to do this where I won't screw myself, or will I always experience xp issues if I'm rotating people in and out?

The ideal way is to recruit new companions only when you want to use them and preferably when you're near max lvl (that way they will scale with you and will require less xp to reach lvl20). Basically explore and do side quests/bounties with your main party until you're high level and after that start doing main/factions/expansions quests and recruit the others...

There's a mod on nexus which auto-updates all companions to be the same level as you whenever you switch zones or reload the game. Strongly recommend.

If you don't want to use the mod you can also cheese the game in the opposite direction. Keep companions at level 1 and bring them when you turn in quests. They will get a large XP bonus due to being under leveled. They will gain so much xp that they will easily outlevel your Watcher and you can end up with Eder being 2-3 levels higher than you.
