Preparing an attack or spell should be an action that can take more than one turn and executing a prepared attack or spell should be a separate action that happens instantly:

 

A player would prepare an attack or spell first and select the target as soon as the preparation is finished. This would remove the need of retargeting an attack or spell.

That would be more intuitive, yes: essencially target the spell when it is it's time to go off. It was even suggested by some in real-time combat.

However, as it is now you can even hit enemies who move out of range :-D.
