Scrolls accuracy and Perception

Scrolls accuracy seems all have 20 base acc. which only scales with Arcana skill, and Perseption attribute (which raises charachter BASE acc) have no influence on scrolls...

 

Seems very odd for me. Don't tell me it's intended. If that so - it's stupid.

Well... it's from patch 1.2.0 (from 29 june 2018):

 

Consumables are no longer affected by Might, Intellect, or Perception bonuses.

So someone with 3 MIG, INT, PER is as effective as someone with 20 MIG, INT, PER at using scrolls and potions...

Oh... I've never used scrolls before and notice this just now. I have a little hope that it's a bug ( Thank you for clarification.

Sometimes I have to remind myself that a character with dumped MIG, can cast moonwell scrolls as efficiently as the others)

I miss PoE 1 times, when i always rise Lore at least 1 or 2 points for Eder, so he can use Discipline Barrage and cast a few Fan of Flames scrolls, being surrounded by enemies...
