On a Huana vengeance ship. You need -4 reputation with them for that ship to appear.

My Reputation with the Huana is at 4 and it didn't change after I killed every guard in Neketaka plus their queen. No vengeance ship either. Maybe I did the Huana a favor after all.

Yes, you have to reach -3 reputation first then do their quests. If you have more than +1 reputation and try to reach -3 the ship won't spawn anymore.

I heard the easiest way to tank your Huana rep is, after landing in Nekataka, go the the dude's mansion in the lower left of Serpent's Crown (where you get the conch shell needed for Cave Crub quest) and just massacre everyone inside?
