Casting multiple spells at the beginnning of comabt

On lots of YT videos I often see people casting loads of spells/abilities right at the beginning of combat. At first I thought they were queuing actions but when I watch the videos they unpause and cast something else.

 

Is this some kind of exploit??? Do all these spells get cast instantly? I know that Disciplined Barrage seems to activate instantly if you are paused at the beginning of combat and select it.

Attacks and spells cast out of stealth get a bonus: -85% recovery time.

Usually this means that you can start casting a second spell almost right away.

Yep, I just realized this today. Opening from stealth gives you an almost instantaneous second attack.
