As far as I know, Terrified cannot activate the Disengagement Attack. Is there any way to do the attack actively? Could Push effect do it?

No, afaik there's no way to force disengagement attacks. I mean besides creating 4 naked lvl-1 hirelings with 3 CON and 3 RES and one tank maybe. ;)

I believe that Evasive Roll COULD do disengagement attack on enemies. While I have not actively sought after that particular aspect of it, if you watch video bellow at 5:40 mark, you will notice that an engaged enemy suffers a disengagement attack when the ranger changes positions with Evasive Roll. I am not exactly aware how that is, though.

 

Edit: I've also noticed something similar with Spirit Tornado, although, again, I can't confirm right now. I suspect if you terrify with a different character, the enemies may suffer a disengagement attack.

It may be that enemies react to your evasion (and try to go somewhere else because you are about to leave anyway) before you are actually really gone. I suspect the decision to move and the disengagement check are done after calling the evasion action but before the ranger is really gone - which might lead to such an effect from time to time. Or in other words: the AI's decision-making is too fast.

It may, indeed, be just that - a wonky interaction. It would have been cool if you could do it on demand. But as it is, I can't force it all the time.
