The two things that come to my mind:

 

Watershaper's Focus can raise Frost (and Water) by +2 PL.

 

Corrosion and Frost can be raised with the Chromoprismatic Staff (+1).

Sun and Moon flail raises Frost +2, but only at night.

 

Shock can get +4 or +5 (I forget exactly) from 2 items. But yeah frost is a bit more limited and corrode/poison even worse.

Magran favor gives +2 fire, sun and moon gives +2 fire in day time, so in total u get +4 fire PL, can u get +4 fire pl with 2h weapon? Can u get +4 corrosion pl from gears? Both is no.

you can get +2 or +3 poison from two items. But Elementalists are lucky, poor ciphers got nothing (even their elemental attacks don't get fire etc.. keywords...).

Sadly poison affects a whopping total of about 5 spells (give or take) across two classes (Druid and Wizard). Many corrode spells are not poison and vice versa.

I think for poison you actually have to use poisons, unarmed training+cobra strike and the few abilities you get from that mask that drops from the Kraken. 

 

Anyways since poisons and raw plague abilities got abused so much they got the nerf hammer.
