Amazing bow, but normally by the time you get it the game's already over.

 

Any way to cheese the quest early? 

There's a similar bow called Saint Omaku's Mercy (https://pillarsofeternity.gamepedia.com/Saint_Omaku's_Mercy). It also has an upgrade that has 50% refresh on crit just like the Veilpiercer. It's probably easier to obtain than Veilpiercer.

 

That wiki has bad intel though, killing Okaya will not make RDC hostile. Perhaps that was a bug from earlier game patch.

Grab the bow, quaff invisibility potion, run to the exit and wait until combat canceled.

You can get this bow right after you leave starting island if you have a rogue in your party with smoke veil

How? 

How?

I'm guessing take your ship to the far northwest right away. Go to the skull island. Take your rogue and sneak through all those people. I'm unsure on how to sneak past so many and if he is implying to pass the diplomacy ( check as well to prevent enemies to go hostile. As long as you're in battle you cannot loot a chest so....

You can sneak past them

 

Its possible without the leap boots although they make it a lot easier

 

I might record a video for you when i get the chance but you can try yourself its not that difficult

I got him there.  Just not enough Diplomacy so the people there just attacked him.  

You need 8 diplomacy. In fort deadlight, you can find a ring that nets you +2 diplomacy.
