[1.0/1.1] Still can't reverse pickpocket onto hostile NPCs

This is listed as a known issue, but just thought I'd raise this bell again because as it stands I feel like reverse pickpocketing is severely gimped, and by extension stealth.

 

It basically limits this functionality to encounters where you can ambush people and aren't automatically in dialogue with them, but you're boned if they already start off hostile.
